There is a patch to ircservices ( http://ender.shadowfire.org/ircservices 
) located at
http://ender.shadowfire.org/ircservices/listarchive/msg00505.html that may
work for you.  I have never tested it but it may work for you.

For socks, the only one I know of is TCM-ircnet which an old version can
be found on ftp://ftp.asu.net/pub/irc/servers/ircnet/tcm

Remember that TCM is only for the one server that it resides on.  It does
not protect the entire network
