you find some documentation in the /doc tree after untarring the ircd
tarball. If you don't have it, get it from ftp://ftp.irc.org/irc/server/
file irc2.10.3p1.tgz. There is a full documentation about the configfile
ircd.conf where you can add "operators". But before you do that I suggest
you reading more docs before actually "operating" it :)
