Following scenario:

Imagine !channels get more used than #channel one day.
We have 13000 !channel on a big net.
One big open server dies on this net and automatically restarts.
All bots/users connect very fast again and join the !channel,
I bet most bots who support it will join !!channel
if the !channel doesnt exist.
The server isn't connected yet to the net and you have about
6000 duplicate channels on the server.

Life with the diffrence of !! and ! or implement something
to detect if the server is on the net (hard, I know).
