new user mode idea

I am not a subscriber to this list so have no idea if a feature such as this
has been suggested.

Why not add a new channel level user mode which would silence or muzzle a
user, even if the channel is not +moderated.  since both s and m are channel
modes, they could get confused if they were used for a user.  a cap S for
silence or cam M for muzzle are possibilities.  But I think a unique letter
would be better.

+g for 'gag' a user

mode #chan +g loudmouth

This way, a foolish person could be temporarily silenced, prevented from
sending to channel, while s]he sees others enjoying themselves with civil
chat, and it would not waste a valuable ban space.

no charge and worth every penny.
