!channels, +e mode and +I more arent in RFC
(+ channels and &channels aren't either I think).

of those. They probably will be in RFC one day, if anyone likes
to write a new one for this :) I think clients should support
such things in "modules" instead of wasting code for supporting
any network. Client stuff...
