As for the privacy of +l, I have figured this is the reason:

If it was not private, the +sl channel  which has reached  its  limit
would no longer be really secret, as people could see how many people
can join it, anyway.

The privacy of +s channels is, though, partly breached by the fact +e
and +I (as well as +b) are visible to all outsiders.

This, however, is something that _should_ be kept as it is because of
user-convenience (IMO).

If it isn't broken, don't fix it.
