You can't. The stock ircd doesn't include a /kline command, the
premise being that it's a bad habit for the server to modify its own
configuration.

The tkserv service included in the distribution allows for a more
flexible solution to your problem, but also has some
shortcomings. There are also other patches floating around that add
explicit /kline functionality to the server.
