I: passwords

Hi. Advance apologies if this has been asked before -- have been away.

I'm trying to accomplish the following: Public access, connect as Class
2 if password provided, restricted Class 1 if not. I've been trying the
following:

i:*::::1
I:*:zepasswd:::2

However, 2.10.1 stops with a "Password Incorrect" if no password is
supplied. I would have expected it to drop down to Class 1, but I guess
the wildcard at Class 2 is too encompassing. I'm on a standard dial-up,
and so can't use a hostname. If I use an IP range/ISP wildcard, all
users on my ISP would be required to provide a password, if I'm not
mistaken. Is there any way around this? Thanks!
