It is still true, if you forget about how the characters may look.

What this section really says is that '{' and '[' (and equally for the
other two combinations) are regarded as the same character in lower case
and in upper case respectively, just like 'a' and 'A' are. This means, for
example, that you are able to kick "{nick}" by writing "[nick]".
