Assuming you have a valid I line on the server that you want to join on.....(most of

But as +a would opers be needed?  ie you can't kick/ban +i or +k maybe set/unset,
granted, but when the owner goes off-line that can no longer be changed, baring in
mind, how can you op an anonymous person?

IMHO would say they would, but -a would give a greater oppertunity for abuse,
however a safety could be used to prevent accidental setting. eg must be set twice
within a certain amount of time... or perhaps -a limited to within a certain amount
of time say 2 minutes.
