Version 2.9.5 compiles with the Cygwin tools under NT.
There used to be compiled binaries somewhere, but I forget
the URL.
Version 2.10.1 may compile as well, but it hasn't been
tested.  (iauth will probably not compile, just run ircd
with the -s switch)
