In each country there are a lot of users with unresolved IP's, belonging to
this country though.
Of course the chanops will want to allow them pass thru +i without /invites.
This brings me to another idea, to allow +I to be set in a.b.c.d/z format
(like I:lines and K:lines are).
Thinking again about it all, I consider that removing +I's if the channel is
set -i is not the best solution.
Though I still think syrk's +e suggestion to check against +b's is a good
solution.
