I initially thought that the +I mode was meant to make all bots
unnecessary. Take for example a channel of the peaceful people
of Gzipland (#gzip): The could just set their channel mode to
+iI *.gz and they would no longer need a bot to invite people in.
Now, if +I is abused, you could limit the number of +I:s so that
the users will think more carefully what they waste their +I:s on.
Also, I don't think that the users are going to add +Ie for
themselves "just in case the channel is attacked" for very long,
because in a while all attack scripts will handle the two new
modes among the old ones. Channel attacks are short bursts of
bandwidth usage. Those lines would just work to make the bursts
bigger and more annoying for the victims.
