registered channels and nicknames

Hello  friends

I am using ircd version 2.9.5. What I want to know is if it is possible
to create registered channels and nicknames. I need this because for a
serious channel , it should leave forever - op can leave and come back -
and control should be done by a predetermined op.

People using other chat servers told me to build nick server and channel
server. Are these special add-ons to ircd , whatever else they are , how
will I make use of them
