No, you should not code a sw for certain environment (ircnet).

Specials blow up on your face sooner or later. The standard exception
localhost can be easily used to bypass delayed access on startup.
True servers don't have local lusers, and maybe multiuser hosts
could use password and ident fields on localhost access.
