The problem on the server is that when you disconnect from the server
and you come back to it right away , the Nick Delay  is set on that
user.
but he only disconnected  him self from the Server.
the nick went out with him
it's not a split server situtation
config.h is  #define DELAYCHASETIMELIMIT 900
but still the problem acures

What could be the problem ?
Could you give me an answear to that as soon as you can :)
And codeing for the problem if you can :)
