Yes, with a special filehandle patch that increases the maximum number of
files/network sockets that you can open to 3000. It is available at
http://www.linux.org.za/patches/filehandle.patch

The patch is against linux 2.0.30 sources though, and I don't know if it
will work with the latest kernels.

The ircd compiled without complaints and had about 300 users
simultaneously.
