Keep in mind how many channels are currently on the network also.  Right
now I get: 7556 channels formed.

There are several bots out there including eggdrop bots which allow
internal ban lists.  They can ban just about any number of banmasks.  When
a user joins that matches, they are banned and it is removed in say two
hours.  When they join again, they're banned again.  Very efficient if you
have greater then the number of bans to use.
