Announcing irc2.9.4

Release 2.9.4 of the IRC software contains several bug fixes,
but no major new feature. Most credit for this version goes
to Alain Nissen who thoroughly cleaned up the source code.
While this is mostly internal, it should result in the code
being more portable and easier to compile.

Among other changes, it is to be noted that 2.9.4 does not
support 2.8.x protocol anymore. Also, the NOTE feature was
removed.

While it might seem unnecessary to upgrade, several very
severe bugs have been fixed. Some are exploitable by users
and will cause your server to lose all its links or crash.

2.9.4 uses less bandwidth than its predecessors, and less
CPU on net splits. HUBs must be upgraded for the net to
benefit from the bandwidth improvement.

The complete and detailed list of changes is held in doc/ChangeLog.

New features:

	* I lines were enhanced.
        * Y lines now support both and local limits per [u@]h.
        * K lines on IP addresses now match resolving hosts by default.
	* bans on IP addresses now also match resolving clients.
