Announcing irc2.9.3

Release 2.9.3 of the IRC software contains several bug fixes,
but also many new features.

The resolver code has been updated to reflect bind 4.9.5-P1, and
several security bugs were fixed. The penalty code has been tuned
again, restricting the possibility for abuse more than before.

Because of the many changes affecting the installation procedure,
the server configuration file, it is recommended that you check
the documentation for changes.

The complete and detailed list of changes is held in doc/ChangeLog.

New features are numerous:

	* compression of server links.
	* virtual IPs are now supported.
	* services are now fully implemented, and supported.
	* io loops have been improved, and are faster.
	* B lines were created to redirect clients.
	* k lines were created to ban clients based on "OTHER" ident reply.
	* the motd file can be cached in memory.
	* simple protection against clones was added.

Future notes:

	* support for 2.8 compatibility will be removed in next release.
	* support for NOTE will be removed in next release.
	* a new channel type "collision proof" will be implemented.
