Bug in ircd

  Apparently there's a bug in ircd. It's caused by the order things are done
in when rejoin happens after server is split. "Temporarily unavailable" is
turned off first and after that all the modes are changed. Therefore a
person who has a script trying to join channel constantly gets to channel as
soon as temporarily unavailable -flag is dropped but _before_ the modes are
changed. This allows banned clients to enter channel after split is over or
people to get on channels that are +i etc.
