You will have to create one. Take a look at irc2.9.2/doc/example.conf
which describe how it should look like. Also a good idea is to look
at irc2.9.2/doc/INSTALL where you will find a very good description
of all the things you will have to do in order to get the ircd running.

The ircd.tune file will be automagically generated upon starting the
server for the first time. It should not need to be manually changed
if everything works properly.
