possible changes to MODE & KICK

The previous thread gave me some ideas about changing the
MODE & KICK commands to help users against bad people.

As we all know, MODE has a limited number of arguments, and
KICK will probably too soon. With flood control, this
requires several commands to be issued to takeover a
channel, and made it harder because slower. (But not that
much harder.)

Now we have penalty instead of flood control, and it can be
used to enhance the `protection' (or simply make one for
users, when flood control was just supposed to protect
servers?)

Before you go on reading this long (sigh, i'm sorry) mail,
ask yourself if you want to help users, or if you think that
if they are foolish enough to op bad people then it's their
loss.
I'm not sure myself, that the following (babysitting users
a bit more) is a good idea at all. Many problems users have
now are not due to ircd itself, but to their own behaviour
or to the stupid clients they use, but that's another story.

The basic idea is to make chanops more `powerful' (*ducks*).

1/ chanops cannot be kicked

2/ low maximum of chanops kickable by issuing a single kick

3/ higher maximum of non channops kickable by issuing a single kick

4/ higher penalty for kicking a chanop (than non chanop)

5/ higher penalty for mode -o a chanop (than non chanop)

hm.

some of these are mutually exclusive, I am just dropping
ideas and asking for a feedback.

by introducing penalty, we have made some things slower,
which affect BOTH bad and good people which isn't a very
good thing. I'm thinking that bad people are a subset of
non chanop users (if BadJoe gets opped on ur channel, your
loss!) and that new limitation shouldn't affect good people
(chanops). [Oh I know, it's a bit rough and simplified view,
but I think it's valid most of the time].
